Sheffield Wednesday Faces Serious Challenges, Declares New Football Authority

'We are going to be a part of football's future' - football oversight chief David Kogan

Sheffield Wednesday's current difficulties are seen as a "major concern" and the football regulator is aiming to acquire authority to investigate clubs in similar circumstances, its new chair David Kogan has announced.

In a wide-ranging interview, Kogan, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four supporters' associations connected to the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on multiple instances, including in last month.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the iconic names for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring the club and similar situations submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the current owner suggested earlier this year he would be open to selling the club at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in earlier this year led to sanctions by the English Football League (EFL) in summer, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in August.

Regulator's Perspective

The chairman stated: "The position was created for the supporters of Wednesday, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in many cases.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for causes separate from the fans themselves."

When asked if the oversight body could require an owner to sell a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The last thing what we want to do is commence engagement with an individual club, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of the game, over the past few decades there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their teams and eventually don't wish to take responsibility for the future."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to explain the responsibilities of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the significant advances achieved might evaporate rapidly," the chairman stated.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we must maintain momentum.

"Considerable investment flowing into the game and has come into football for the past two decades, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I completely endorse the achievement and development as an financial organization of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been telling us in private they have a considerable comfort."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the opposition group in recent years.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
